Government lifts smartphone cap

PETALING JAYA: Malaysian youths eyeing new smartphones under the Youth Communications Package scheme had more reason to cheer yesterday as the Government announced the abolition of an earlier ceiling price of RM500 per smartphone.

Information, Communications and Culture Minister Datuk Seri Dr Rais Yatim made the announcement after chairing the ministry’s post-Cabinet meeting yester- day.

“The Cabinet has agreed that youths aged between 21 and 31 years old who earn less than RM3,000 a month are now eligible to enjoy the RM200 rebate on any smartphone, regardless of price, starting this month,” he said in a tweet yesterday.

The package had earlier applied only to smartphones costing up to RM500 and from a designated pool of models.

The package, which is handled by the Malaysian Communications and Multimedia Commission (MCMC), is offered on a first-come-first-served basis to the first 1.5 million eligible youths.

The plan was announced by Prime Minister Datuk Seri Najib Tun Razak when tabling Budget 2013 last September, and is meant to give youths better access to the information superhigh- way.

Seven telco companies involved in the rebate scheme are Celcom, Clixster, DiGi, Maxis, Tune Talk, U Mobile and YTL Communications.

In another statement, the MCMC explained that it was compulsory for all parties involved in the implementation of the package to ensure the products were sold at an acceptable price.

It had earlier announced that about 5,500 eligible youths had already applied for the rebate through its website www.skmm.gov.my after pre-registration opened two days ago.

Upon registration, eligible youths will be issued a registration slip, which they must then print out and take to their nearest telco service provider outlet for approval before they can purchase the smartphone of their choice.

Meanwhile, Umno Youth chief Khairy Jamaluddin welcomed the move, thanking the prime minister.

“Cabinet has decided that there will be no price limit for smartphones for the rebate program. Thanks for listening, @NajibRazak,” he tweeted yesterday.

PETALING JAYA: The Cabinet on Wednesday abolished the RM500 smartphone ceiling price for rebate for youths and decided that any smartphone was now eligible for a RM200 rebate.

“The Cabinet has agreed that youths aged between 21 and 31 years old who earn less than RM3,000 a month are now eligible to enjoy the RM200 rebate on any smartphone, regardless of price, starting this month,” said Information, Communications and Culture Minister Datuk Seri Dr Rais Yatim said in a tweet on Wednesday.

Although he did not say why the change was made to the Youth Communications Package rebate scheme, it is widely believed that the announcement comes in the wake of complaints from Netizens that the ceiling price was too low.

PETALING JAYA: The Government’s plan in giving out RM200 rebate for smartphones worth not more than RM500 next year is to convert non-smartphone users to bridge the digital divide.

The Malaysian Communications and Multimedia Commission (MCMC) chairman Datuk Mohamed Sharil Mohamed Tarmizi said that the rebate is not targeted at those who want to buy expensive phones.

“We really want those with the old second generation mobile phones to migrate to a basic 3G smartphone.

“These are the people who generally want to buy a smartphone, but they cannot afford one,” he said.

He added that the rebate should also serve only those who aren’t earning much, referring to the criteria that the rebate is only applicable for those earning less than RM3,000.

“If you can buy a RM2,000 smartphone, you’re not the person we want to help. If you can afford this kind of phone, would you want a RM200 rebate?” he asked.

According to the Hand Phone Users Survey 2011 published by the MCMC, 89.6% handphone users polled earn less than RM3,000. At the same time, 87.3% handphone users surveyed are still using normal phones without smartphone capabilities.

The rebate is also only allowed for Malaysians between the ages of 21 and 30.

Sharil added that at last count, there are 20 smartphone models from seven manufacturers which cost not more than RM500 in retail price, with some of them being globally renowned brands.

When checked, Samsung also offers three smartphone models priced under RM500 including the popular Samsung Galaxy Y.

With the total allocation for the rebate placed at RM300mil, serving 1.5 million youths as announced by Prime Minister Datuk Seri Najib Tun Razak when tabling the 2013 budget, Sharil expected for the entire sum to be used.

He also said that there will be mechanisms put in place to ensure that people don’t abuse the system, and those interested in the rebate should pre-register themselves on their website first at www.skmm.gov.my.

1 Utama’s website indicating that Digi will be organizing an “Digi Roadshow promoting Digi latest packages” from November 28 to November 30.

Other local telcos like Maxis, Celcom would certainly launch iPhone 5 at the same time.

Now we are just waiting for the official announcements and hopefully there will be a “iPhone 5 Pre-Order” or “iPhone 5 Registration of interest” by all the Telcos in Malaysia and this will reduce the mass crowds and avoid any unhappy events that might happen during the launch.

The iPhone 5 price shouldn’t be much different from the prices of the iPhone 4S and packages when it was first released here in Malaysia.

The LG Optimus SOL comes with an average, 5-megapixels camera with autofocus but, unfortunately, no flash. The interface offers a number of shooting scenes, face detection, and the ability to take panorama photos. Outdoor shots have a pretty accurate exposure level and color reproduction, although there is a noticeable lack of detail. Indoor pictures are definitely worse, with lots of digital noise and almost no fine detail. You photos will look acceptable only if there is enough light around.

In terms of connectivity, the LG Optimus SOL is very well covered, as no feature that you would ever need is absent. Performance
The call quality of the LG Optimus SOL is very good on both sides of the line, with rich, distinctive tones in the earpiece even when the volume is set to the maximum, while the secondary microphone gets rid of all background noises making voices sound clear and distinguishable.

From the design point of view, this LG Optimus 3D, is an elegant and real solid phone. 4.3-inch LCD makes good use of the LG Optimus 3D’s girth. Just above the screen is a silver LG logo, centered next to a VGA front-facing camera. At the bottom of the screens sit four capacitive touch buttons, understated Android buttons, backlit and waiting to illuminate upon command. They’re in a bit of an unusual order, from left to right, in the order of Menu, Home, Back and Search.

At the back of this LG Optimus 3D, you’ll find a pair of stereoscopic 3D, 5 megapixel cameras, with an LED flash nestled in between. The device is all curved edges and rounded corners, at the back of this Optimus 3D it is split into two levels, with the cameras sitting on the higher end of the ridge. This make the phone does not look flat but a little sexy.

Along the left side sits a micro-USB port, stacked atop an HDMI socket. Either can be accessed by opening its respective hinged cover, both flaps are so close together and it makes the design compact and save space. These are positioned just below a thin silver layer that lazes along the phone’s perimeter, providing a sleek border between the capacitive touchscreen up front and rubbery matte plastic covering its derriere.

On the opposite side, you’ll spot a volume toggle and a 3D dedicated hot-key that takes you directly to LG’s 3D Zone. Up top is the power button and a 3.5mm headphone jack.

Now you can record, view and share 3D content in the palm of your hand – glasses free. Since you don’t need glasses to view videos or games on the handset, the 3D effect doesn’t have the familiar blue and red contrasting shapes that you’d see on standard 3D. Instead, images appear to float slightly off the screen.

I have tried taking photo with this LG Optimus 3D , really awesome when playback those phone taken in 3D. It’s really popping out from the phone! Once you’ve captured your 3D pics, you can save them in either MPO or JPS formats, depending upon whom you’re sharing them with.

Moving 2D images are captured in 1080p, at 24 fps, with 3D video in 720p, at 30 fps. The Optimus 3D’s stabilizing feature helped right during 3D tests. Shooting in the third dimension, however, posed quite different challenges. When filming a person slowly walking toward the lens, the effect came out quite well. But as soon as faster-moving subjects unexpectedly entered the frame, video quality quickly deteriorated into patchiness and doubled images.

For content creators, on the other hand, the experience would be slightly different, largely because of the filming capabilities mentioned above, along with the Optimus 3D’s content sharing features. The HDMI port enables direct connections to any 3D TV, which could be a cool perk for amateur filmmakers looking to add some spice to their home video collection.

On top of that, converting your 2D movies into 3D in real time is so easy to do with LG Optimus 3D and it’s just with the flick of a button. The trick with 2D – 3D conversion is creating the second layer of image. Conventional 3D has 2 layers. Conversion involves creating an illusion of a layer, because the second layer does not exist. Any video that you play on the phone, even those you take with its cameras can be converted, at the touch of an on-screen button, into 3D. That’s really amazing!

That said, it’s an entirely functional OS – everything does what you’d expect, without too many bells and whistles. To unlock the phone, you just have to slide the screen upward.

Scrolling one panel to the right, you’ll find the browser, music app, photo gallery and dedicated 3D games app, large calendar, which you can sync with your Google account. On the far left lives a social media widget, which aggregates feeds from your various accounts, right next to a panel of your “favorite contacts”

Everything is just right for this LG Optimus 3D smartphone to deliver glasses-free 3D. The screen size is big and the design is sleek and stylish with curvy border which makes it an appealing phone.
